Looking lender for acquisition of a GA state Lottery License

I have a client that is looking to buy a 2nd lottery license for the state of GA. There are only 200 available and the cost/price goes up every year for the ones being sold. Its 2.5million sales price. Client wants a min of 65% loan vs value/price. prefers 20% down. who lends on lottery licenses?
