Prosper API calls using cURL

Dear All;

I am Econ scholar looking for Loans' Auction Data set. I checked the Prosper page and its developers' , but I cant access to ProsperDataExportBids.xml file.
As I dont live in US, I am wondering how to register to the prosper API ?
In the developer page they ask for TX NUMBER, Institutional info,... Which I dont have and cant provide. Is there any easier way to access to such BID/ASK data on prosper? or shall I focus on other websites?
Can someone prepare a small sample of such data?
