This email is to inform you that effective Tuesday, November 1, 2016, Prosper will move the weekday afternoon auction from 5:00pm PST to 3:00pm PST. This change will put investors' money to work faster and will enhance the borrower experience by enabling loans to be marked for origination the same day that they are listed. If you have questions about this change or what it means to you, please contact our Investor Services team directly at 877-611-8797 or email us at investorteam@prosper.com.
Note: Our automated investing tools will be updated to run at the proper times. There is no need for you to make any changes.

It's a Prosper problem, old api is down for retail accounts, the new api is working though. Anyone using their own code should switch over to the NEW API. My understanding is that it could take a few days to a week to get the old api back up.
If you contact the NSR guys they should be able to help you get your account setup on the new api.

"Between April 26, 2015 and July 6, 2015, for a small percentage of users who began or completed an online loan application through Prosper, Prosper wrote certain personal information to local browser storage. Information written to local browser storage is contained on the computer, smartphone or tablet used to fill out your application and may be accessible to others with knowledge of data mining techniques. The impacted information included, in some cases, user name, date of birth, addresses, annual income, occupation, dates of current employment, email address, telephone numbers, employer contact information, loan amount, Prosper credit rating, bank account information and the last four digits of a user's social security number. "
